CENTERVILLE - William Carter Rugg, Sr. of Centerville, MA, passed away in the early hours of March 8, 2016, at a hospice home in Hingham, MA, at the age of 70, of cancer. Bill was born in Newton, MA on Aug. 3, 1945, the son of George Henry Rugg and Margaret Goullaud Rugg.He was raised in Arlington, MA and attended the Arlington Public Schools.
